Job Description

ROLE: Quality & Safety Officer

CONTRACT: 10/11 months with potential to be extended

RATE: £18-20ph umbrella

To ensure that the quality of social care and education services provided to the citizens of Dudley are appropriate, safe and consistent and that the terms and conditions of the Council’s contracts are being upheld To be involved as appropriate in the ongoing development of the commissioning activity through support with business planning, action planning, engagement To facilitate and enable providers of services in the development and implementation of Quality Assurance, Quality Standard, Quality of Life and other systems and their continued monitoring to accord with contract requirements. To be responsible for the development and maintenance of recording systems for all aspects of monitoring and inspection. To prepare reports and make recommendations to the Commissioning Officer and senior managers of the Directorate, with reference to all aspects of contract compliance To attend meetings relevant to the scope of the post as required. Understanding of statutory education, social and health care organisations Professional qualification in Health and/or Social Care and/or Education e.g. Dip SW, Diploma in Domiciliary Care Management, NVQ level 4 or equivalent Well developed written and verbal communication skills, including report writing. This will be done by: 1. Monitoring and inspecting as necessary all aspects of contract compliance in relation to Contracts/Agreements issued by the Directorates of Adult and Children’s Services to providers of services. 2. Contributing via the monitoring process relevant information for the consistent operation of the commissioning cycle. 3. Supporting all aspects of the work of the Commissioning Officers and Commissioning team Job Shares will be considered . We are particularly keen to hear from candidates who have the following skills and experience ; 1. SEND • Experience or knowledge of education provision for children with special educational needs and disabilities • Experience of working or delivering services/support within a special education setting is desirable e.g. as a Higher Level Teaching Assistant or Teacher – other occupations will be considered • Understanding of key policy drivers for SEND and Inclusion, incorporating legislative context and specifically the Children and Families Act 2014 • Ability to work within a multi-agency environment • Ability to interpret and provide analysis of pupil-level data • Ability to travel within the borough of Dudley and occasionally further e.g. West Midlands region. 2. Adult Disabilities ( Learning Disabilities. Autism and Mental Health ) • Experience of working in services that deliver care and support to adults with : o learning disabilities , o Autism and or o Mental Health needs, • Experience of the management of services for people with disabilities . • Experience of managing and measuring quality standards within a social care environment and using a range of quality assurance systems • Understanding of key policy drivers for social care , Learning disabilities, Autism and Mental Health • Understanding of the statutory frameworks that underpin adult social care such as Care Act 2014, Health and Social Care act & regulations / CQC standards. • Ability to work with complex data • Ability to work within a multi-agency environment • Ability to travel within the borough of Dudley 3. Children’s Social Care (Residential Care, Supported Accommodation and Fostering) • Experience of working in or in support of services that deliver care and support to children who are looked after and care experienced young people. • Experience of managing and measuring quality standards within a social care environment and using a range of quality assurance systems • Understanding of key policy drivers for children’s social care with an emphasis on placement sufficiency • Understanding of the statutory and regulatory frameworks that underpin children’s social care e.g. Children’s Act, Children’s Home Regulations, Fostering National Minimum Standards etc. • Ability to work with complex data • Ability to work within a multi-agency environment • Ability to travel within the borough of Dudley/West Midlands region and on occasion further afield.

You must have:

  • A professional qualification in social work and experience of working with Adults.
  • Social Work England registration.
  • Post qualified experience.
  • Enhanced DBS/Update service.
  • References required for the last 5 years of employment.
